Connect a clear tube to the drainplug of each carb and secure them to side above the float chamber. Make sure bike is on level ground and unscrew the drain screws about one turn or until you see the fuel rising up in the tube. The fuel level should be between 11.5~12.5mm below the highest point of the float chamber line.
Clean the element in a well-ventilated area, and make sure that there are no sparks or flame anywhere near the working area. 142 posts · Joined 2011. #3 · Feb 9, 2013. I think the choke is not providing enough fuel. When the choke is engaged at 1/3, the bike will idle (cold) right around 1-1200 rpms. Turning it off or turning it on all the way kills the bike. Definitely not too rich.
Petcock is opened by engine vacuum when running. In the carb bowl, there is a float with a rubber pointed valve (needle) which shuts the fuel when proper level is reached. If a carb is leaking when engine is not running, then both, the petcock and the carb valve are leaking. The petcock is a rubber diaphragm and they sell kits to 'rebuild' them
Maybe a marine tank you've got laying around. This eliminates one source of potential problems. If you're getting fuel coming up out of the vent tubes, IT IS FLOODING! Check for sunk or stuck float. Check for loose and/or dirty needle and seat. If you've added an electric fuel pump, check for excessive fuel pressure.

Before that thou run it up till it start to Bog then switch it off and pop open the Gas cap and listen for a Hiss, The Tank vent/Pipe might be plugged and causing a Vacuum build up in the Tank and starving the Carbs of gas.
